These were outlined in a paper received by the German Parliament for the 1887/88 fiscal year:
- Performance of scientific experiments of a physical nature which are of such complexity that they cannot be conducted by private persons or by the laboratories of higher education establishments.
- Testing and verifying the properties of materials used to produce apparatus and measuring devices of any kind for purposes of the state, science, precision engineering and the skilled trades.
- Testing and verifying the uniformity and normality of technical aids and constructional components used to produce the objects mentioned above.
- Testing and certifying of physical measuring tools and parts thereof used in the widest context for the above-mentioned purposes.
